解决方案

您正在尝试将控制器和视图方法与剃须刀页面混合使用。只是不要这样做。如果您想使用 razor pagesPages在项目的根目录中创建文件夹并在那里创建您的 razor pages。如果您想通过/home/indexurl显示剃刀页面的视图，请在文件Home夹中创建文件Pages夹并在IndexModel那里添加。
