the problem was I was missing lifecycleChannel state. I have added the following line right after the instantiation of FlutterEngine

val flutterEngine = FlutterEngine(context)
flutterEngine.lifecycleChannel.appIsResumed()
            

of course, you will probably need to call other lifecycleChannel methods in the correct place
