fortran - How can i run this fortran test program using lapack library? (via codeblocks or command line)

Question

I'm trying to understand how to use lapack library wirh codeblocks using built-in gfortran. I got myself a test file and i downloaded libblas.lib e liblapack.lib (prebuilt), now i would like to run my test code via codeblocks and/or command line to. I read a lot of several things, but i'm quite confused and none of it worked. Anyone knows how to use the library?
