scrollHeight()您的函数中的这一行是问题所在:

    mTop = my_min(mTop, rt.top);

mTop从 0 开始,所以总是最小值。而不是顶部和底部控件之间的距离,而是屏幕顶部到底部控件底部的距离(请注意,因为您使用GetWindowRect的是屏幕坐标,而不是客户端坐标 - 所以这个放大问题)。

如果将该行更改为以下内容,则会得到更好的结果:
