topojson - Convert coordinates to shapre

I have a lists with coordinates (latitude, longitude) where every list defines a custom region. I am looking for a way to convert one list in a region/shape in topojson which I can join with a map of germany. The conversion has to find the outermost coordinates of one list an connect them as a shape - does that make sense...? Is there a good way to do that?
