在尝试了几个星期后，我最终放弃了。避免这个错误的最好方法就是安装 Phoenix 的最新版本： https ://hexdocs.pm/phoenix/installation.html

它不使用 SASS，因此不需要 NodeJS 来编译。

我最终创建了一个新项目并将我的旧代码移植到那里。不是最好的体验。
