        'p4 clean' would fail to sync files when needed when they
        are exclusively opened by another client. This has been
        fixed.

仔细检查您是否在服务器的 2016.2+ 版本上；如果是的话，您至少应该能够将p4 clean其用作解决方法（例如，通过将其作为自定义工具添加到 P4V）。
