解决方案

尝试在 rails 中运行 bundler 时遇到了同样的问题。对我有用的是运行

bundle config build.nokogiri --use-system-libraries
bundle config build.nokogumbo --use-system-libraries
bundle install

--use-system-libraries为 nokogumbo设置标志就可以了。
